CROSSFIT aims to revolutionize the energy efficiency market by addressing persistent barriers in public sector procurement. At its core, the project introduces a transformative "one-stop shop" (OSS) model that simplifies complex procurement processes, centralizes tendering at municipal, regional, and national levels, and actively engages private finance in energy transition efforts.

Currently, the EU’s mandatory tendering requirements present a significant bottleneck for public sector energy efficiency projects, despite the sector being expected to lead by example in sustainability. CROSSFIT directly tackles this issue by adapting and expanding a proven model: the OSS developed by Vlaams Energiebedrijf (VEB) in Belgium, operational since 2004. VEB has demonstrated success in overcoming procurement hurdles and streamlining energy investments in the public sector.

CROSSFIT will replicate and enhance this model across Greece, Portugal, and Spain, tailoring it to the specific legal and regulatory contexts of each country. Pilot implementations will be conducted at pre-selected public sites in these regions to validate the model’s adaptability and effectiveness.

A key innovation in CROSSFIT is the development of "VEB 2.0", an upgraded version of the current OSS that incorporates financial engineering techniques to blend public and private capital. This advanced model will be tested in pilot projects and subsequently introduced into the OSS frameworks in the three partner countries, resulting in four fully operational OSS 2.0 platforms that serve as scalable, regional replication templates.

To ensure long-term impact and wide-scale adoption, the project’s results and tools will be carried forward by SEFA (Sustainable Energy Finance Association), a Brussels-based not-for-profit. SEFA will take ownership of the CROSSFIT assets, provide capacity building, and drive expansion into other EU Member States.

The ambition is substantial: within five years of project completion, CROSSFIT aims to enable €3 billion in capital deployment and deliver significant CO₂ emission reductions across Europe through widespread replication of the OSS 2.0 model.
